Former JCS Chairman Kim Myung-soo Indicted on Charges of Involvement in 'December 3rd Insurrection'
The Second Joint Special Prosecutor's Office has uncovered allegations of former Joint Chiefs of Staff (JCS) Chairman Kim Myung-soo's involvement in the 'December 3rd Insurrection'. This information did not emerge during previous investigations by the Insurrection Special Prosecutor's Office. Former Chairman Kim Myung-soo had previously testified before the National Assembly that he was not involved in the deployment of troops. The Special Prosecutor's Office secured evidence that immediately after the declaration of martial law, Kim Myung-soo issued a 'fragmentary order' instructing the Capital Defense Command (CDC) and the Special Warfare Command (SWC) to prioritize martial law duties. Consequently, former Chairman Kim Myung-soo has been indicted on charges including engaging in a vital mission during an insurrection.
Five More JCS Command Staff Indicted, Investigation Intensifies
The Special Prosecutor's Office also applied charges under the Military Criminal Act, specifically for failing to prevent crimes by subordinates, holding former Chairman Kim Myung-soo accountable for not stopping the criminal acts of his subordinates. This is interpreted as holding him responsible for the involvement of units under his command in the insurrection. Additionally, five other senior JCS officials, including former Vice Chairman of the JCS Jung Jin-pal and former Head of Military Support Headquarters Kang Dong-gye, have been indicted on charges of involvement in the formation of the Martial Law Command. The Special Prosecutor's Office has imposed travel bans on those involved and plans to launch a full-scale investigation soon, beginning with questioning witnesses.
